SRWP is implemented by a 21-member Board of Trustees and stakeholder committees using a consensus-based approach. Board of Trustees meets on a bi-monthly basis and participates on one or more SRWP committees.

Alexander, Tad River Partners
A licensed California contractor, Tad has 10 years of experience managing multimillion-dollar budgets, overseeing agricultural leases and corporate financial management. Tad also is an expert at contract negotiation and management and holds a Securities Exchange License. He received his Bachelor of Science in Agricultural Business and Masters in Business Administration from CSU, Chico. Tad serves as the Chief Operating Officer for River Partners, a nonprofit organization dedicated to creating wildlife habitat for the benefit of people and the environment. Since 1998 River Partners has completed over 25 habitat restoration projects along five major rivers in the Central Valley: the Sacramento, the Feather, the Tuolumne, the Stanislaus, and the San Joaquin. |
Anderson-Abbs, Beverley Sacramento River Conservation Area Forum Beverley is currently the manager of the non-profit Sacramento River Conservation Area Forum. In this role she brings stakeholders of diverse interests together to ensure that projects occurring within the Conservation Area do not have an adverse effect on neighboring landowners or local governments. The program grew out of Senate Bill 1086, written by Senator Jim Neilson and has served to make restoration groups more aware of the impacts they may have on other landowners, while ensuring that habitat along the Sacramento River is preserved and restored. Currently the Forum is working on a Safe Harbor/Voluntary Local Program Agreement to encourage private landowners to preserve or restore habitat in a manner that is compatible with their farming practices. |
Doduc, Tam State Water Resources Control Boardmember
Tam is the Professional Civil Engineer Member of the State Water Resources Control Board, which has the joint authority of water right allocation and water quality protection in California. Her focus areas include ocean protection, water recycling, climate change, research and monitoring, groundwater protection, and organizational performance measurement and strategic planning. Tam previously served as Deputy Secretary at the California Environmental Protection Agency. Her environmental experience includes work in air quality, environmental justice, scientific peer review, hazardous substances control, health risk assessment, and environmental technology certification. In her free time, Tam enjoys biking and landscape photography. |
Eggerton, Dave (Co-Chair) El Dorado Irrigation District
Dave is Assistant General Counsel for El Dorado Irrigation District (EID) and a member of its senior management team. EID provides drinking water, wastewater, recycled water, and recreation services and operates a hydroelectric project on the South Fork of the American River. Dave is actively involved in Mountain Counties Water Resources Association and CABY IRWMP, a collaborative effort to meet the integrated water needs of the people and rivers of the Consumnes, American, Bear and Yuba region. He is a graduate of the Water Education Foundation's Water Leader Program and is co-chair of its alumni association. Dave is also a member of the Board of Placerville Kiwanis and Vice Chair of Mother Lode Rehabilitation Enterprises (MORE), a nonprofit organization providing training in social, living and vocational skills and employment opportunities for people with developmental disabilities in El Dorado County. In his free time, Dave enjoys fly fishing and beekeeping in the Sierra Nevada.

Heiman, Dennis Calif. Regional Water Quality Control Board, Central Valley Region
Dennis is an Environmental Specialist with the Calif. Regional Water Quality Control Board, Central Valley Region. He received his BS in Fisheries Biology and MS in Aquatic Entomology from Michigan State University and his PhD in Aquatic Ecology from Univ. of Ca, Davis. He has worked for the past 28 years for the State Water Resources Control Board and the Central Valley Regional Board. Past work assignments included Water Quality Control Plan development, review and regulation of timber harvest activities, and remediation of abandoned mine problems. In recent years, he has worked on a variety of nonpoint source pollution issues in the Regional Board’s Redding office, including water quality problems from livestock grazing. He has been actively involved with support of locally directed watershed management programs throughout the northern portion of the Sacramento River basin. |
Hodgkins, Butch In 2003, Butch retired from his position as the Executive Director of the Sacramento Area Flood Control Agency (SAFCA) and now works part time for SAFCA as a project manager. He served as SAFCA's Executive Director for 10 years. SAFCA is a joint powers agency created to address the Sacramento Region's need for greater flood protection. SAFCA seeks to integrate environmental restoration and enhancement into improved flood protection. Prior to his work at SAFCA, Butch served as the Deputy Public Works Director for Sacramento County

Krolick, Heidi Pacific Forest and Watershed Lands Stewardship
Heidi works as a Regional Land Conservation Manager with the Pacific Forest and Watershed Lands Stewardship Council, an organization established to ensure the preservation and enhancement of 140,000 acres of watershed lands currently owned by PG&E in the Sierra and Cascade Mountain Ranges. Heidi's area of focus is within the Feather, Yuba, Bear and American Rivers. Prior to joining the Stewardship Council, Heidi acted as a Restoration Specialist and Project Manager for ECORP Consulting, Inc., a biological consulting firm based in Rocklin, Ca. In her free time, you will likely find her in the mountains of the Sierra Nevada hiking, backpacking or snowshoeing with her husband and their two dogs. |
Meacher, Robert Board of Supervisors for Plumas County Robert serves on numerous environmental committees throughout the state. |
Quitiquit, Irenia Environmental Director for the Robinson Rancheria Tribe of Pomo Indians Irenia Quitiquit is the Environmental Director for the Robinson Rancheria Band of Pomo Indians located in Nice, CA (Lake County). She established the Environmental Program in 1996-2003 and served as the Tribal Coordinator for the California Bay Delta Authority (CBDA) from 2003-2006. Her role with CBDA involved working with California Indian governments, Indian organizations, and other tribal groups to identify communication needs and develop materials that inform tribal interest of CALFED water project-specific plans, projects, activities and their potential effects on Tribal trust resources and tribal government rights and concerns. As Environmental Director, Irenia works on capacity-building of her Tribe’s environmental programs in the areas of water quality, wetland protection, water sampling, GIS/GPS mapping program, cultural resource management, air quality, watershed, land use practices, solid waste management, environmental codes and ordinance compliance, pesticides, Recycling CRV Buy-Back Center (state run), Tribal Transportation Plan, Emergency Response Plan Program, Tribal Hazard Mitigation Plan Program, and a greenhouse nursery that serves as propagating center for their Native Plant Nursery and the annual tribal community garden. Irenia is the recipient of two awards, the USEPA 2002 Conner Byestewa Award recognizing her efforts of strengthening tribal self-government and improving human health and the environment within Indian Country and the USEPA Wastewise Award for her recycling programs efforts in reducing the waste stream of tribal offices, tribal homes and tribal businesses. Recently, the Recycling CRV Buy-Back Center was nominated for the “Environmental Award” for Lake County. |
Sanger, Patrick City of Sacramento Department of Utilities Stormwater Pollution and Watershed Protection Program Patrick Sanger works for the City of Sacramento Department of Utilities as the Public Outreach and Education Coordinator for the stormwater pollution and watershed protection program. The City is in a unique position as both a water purveyor, relying on the Sacramento River for drinking water, and a stormwater discharger. In his role as coordinator, Patrick is responsible for working with residents, businesses, local schools, and many environmental organizations in the Sacramento area to raise awareness about water quality issues and encourage behavioral changes that benefit watersheds from a local to regional level. Patrick is also the City’s program manger for a state funded watershed improvement program along Arcade Creek in Placer and Sacramento Counties, a subcomponent of its stormwater program. Patrick brings a unique perspective from a large municipal agency that is committed to protection of the local watersheds. The City of Sacramento truly values its local rivers and streams as important resources and the “gems” of the Sacramento region. |
Schutz, Jonathan Sacramento firm Somach, Simmons & Dunn Jonathan is a water and environmental law attorney in Sacramento for Somach, Simmons & Dunn. He specializes in water, natural resources, endangered species and environmental law including water rights, water quality regulation, wetlands, recycled water use, water transfers, and permitting. Jonathan also serves as a committee member for the Cameroon Wetlands project and vice chair of the American Bar Association Annual Water Law Conference. Jonathan has an understanding of the positions and situations of the various water users including water districts, public utilities, private irrigators, farmers, ranchers and developers, and is deeply committed to preserving the health of the Sacramento River watershed. |
Shanks, Bob (Chair) Sacramento Regional County Sanitation District
Bob currently serves as the Director of Water Quality for the County of Sacramento and also as the District Engineer of the Sacramento Regional County Sanitation District (SRCSD). The SRCSD provides wastewater conveyance and treatment for over 1.1 million people in the Sacramento urban area. Bob led the effort to formulate and then obtain federal funding for the Sacramento River Toxic Pollutant Control Program and its stakeholder group the Sacramento River Watershed Program |
Sime, Fraser Dept. of Water Resources
Fraser is currently a Senior Environmental Scientist with the CA Dept. of Water Resources, and the Chief of the Water Quality and Biology Section of the Northern Region Office in Red Bluff. He is also the DWR Regional Watershed Coordinator for the 13 northern counties of California. In that role, he is responsible for providing watershed management technical assistance to locally led watershed groups, DWR grant management and oversight, and represents DWR on various technical advisory groups and Coordinated Resource Management committees. |
Williams, Terry Modoc County Board of Supervisors
Terry is a Modoc County Supervisor. He serves on CO and The Modoc County Transportation Commission. He is a member and past chairman of The Modoc/Washoe Experimental Stewardship Program. He is also a member of The Surprise Valley Watershed Group and of The Pit River Watershed Alliance. He is chairman of The North CAL-NEVA Resource Conservation and Development Council, and is now a member of the Northeastern California BLM RAC. |
